In France, a strict qualitative contingentment protocol for Etopophos 100 milligrams, a phosphate d’étoposide medication, has been implemented starting April 23, 2026. This protocol restricts Etopophos use to priority indications only. Physicians must complete and submit a mandatory request form with each prescription for validation. Pharmacists are required to verify the request form before dispensing. The medication is reserved for patients undergoing intensive protocols, requiring high concentration perfusion, or those with hypersensitivity to VP16, altered access routes, or high extravasation risk.

Turning to the European Union, the European Commission held a meeting of the Executive Steering Group on Shortages and Safety of Medicinal Products on March 23, 2026. Updates included new pharmaceutical legislation and the proposed Critical Medicines Act. Marketing authorisation holders will be required to prepare shortage prevention plans and notify authorities of supply interruptions. Working groups provided updates on vulnerability assessments and the closure of the Voluntary Solidarity Mechanism working group. Recommendations were made to address critical shortages of ifosfamide and cyclophosphamide.

Also in the European Union and the European Economic Area, an updated scientific guideline on the use of macrolides, lincosamides, and streptogramins in animals was released on April 24, 2026. The reflection paper revises previous guidance with new data on antimicrobial resistance patterns, environmental impact, and recommendations for prudent use. Veterinary medicinal product holders, veterinarians, farmers, and manure operators are urged to review and adjust dosing regimens to achieve optimal pharmacokinetic and pharmacodynamic targets and minimize resistance. The guideline promotes standardization of susceptibility testing and establishment of veterinary-specific clinical breakpoints, emphasizing a One Health approach to public, animal, and environmental health.

In Sweden, the Riksbank will lead efforts to ensure offline card payments for essential goods starting July 1, 2026. The Swedish Government proposes requiring grocery stores and pharmacies to accept cash from the same date. The initiative includes investigating the feasibility of offline payments via the Swish service.

The European Union will hold a press conference on Tuesday, April 28, 2026, at 15:30 Central European Summer Time to discuss the rule of law report. The report highlights limited progress on the European Commission’s recommendations and serious issues related to judicial independence, corruption, media freedom and pluralism, safety of journalists, shrinking civic space, and challenges from digital technologies including online platforms and AI-generated content. The update calls for monitoring judicial independence and anti-corruption measures, safeguarding media freedom and pluralism, and awareness of risks related to digital technologies and AI-generated content within the European Union.

Additionally, the Committee for Medicinal Products for Human Use, or CHMP, has published its agenda for the meeting scheduled from April 20 to 23, 2026. The agenda includes oral explanations for various medicinal products, updates on initial applications, extensions, variations, and other regulatory procedures. Stakeholders are advised to attend oral explanations as scheduled, prepare responses to outstanding issues, and follow procedural timelines for applications and variations within the European Union.

In South Africa, enhancements to the Tax Directives system were introduced on April 17, 2026. These include processes for cancellation of the Relevant Operator Tax, or ROT, introduction of Double Taxation Agreement indication on tax directive applications, updated certificate of residence guidance, and administrative penalty deferral for trusts. Fund administrators and long-term insurers are required to use enhanced eFiling features for ROT cancellation and DTA indication. Trustees must submit all outstanding tax returns and settle outstanding tax liabilities to benefit from penalty deferrals. Scheduled digital platform maintenance and tariff amendments were also announced.

In the United States, the Environmental Protection Agency has released a Proposed Plan for groundwater cleanup at the Baird & McGuire Superfund Site in Massachusetts. The EPA is soliciting public comments with a deadline of June 12, 2026. An informational meeting will be held on May 5, 2026, and a public hearing on June 9, 2026. The Proposed Plan and supporting documents are available online and at local libraries.

Also in the United States, a federal complaint has been filed against DC Water concerning the Potomac Interceptor collapse. The complaint alleges unauthorized sewage discharge, failure to maintain infrastructure, and inadequate mitigation measures. DC Water is required to fully mitigate harm caused by the collapse and ensure no future collapses occur by maintaining the Potomac Interceptor and related infrastructure as mandated by its Clean Water Act permit.

Finally, in China, a comprehensive policy titled “Opinions on Higher-Level and Higher-Quality Energy Saving and Carbon Reduction Work” has been issued. This policy focuses on systematic deployment of key tasks for energy saving and carbon reduction, coordinating with green industrial and energy transformation policies. It emphasizes improvements in energy efficiency in key sectors such as steel, petrochemical, and construction industries. The policy also strengthens supervision, legal and policy support, technology innovation, and social participation.
