Starting with significant developments in international joint ventures and mergers, the parties OAI, SBG, and SB OAI have entered into a joint venture agreement changing the scope of the joint venture’s commercial activities, potentially classifying it as a full-function joint venture under European Union merger regulations. This classification requires notification under Council Regulation 139/2004, adherence to merger control deadlines, and transparency in information provided by the notifying parties. This update is critical for competition policy and merger control within the European Union.

In related merger news, the European Commission has approved the joint control acquisition of Rayner Surgical Group by GBL and CVC. The merger has been declared compatible with the internal market and the European Economic Area Agreement. The parties are required to notify the European Commission of the proposed concentration and comply with Council Regulation (EC) No 139/2004 and related merger control procedures, including simplified treatment provisions under the Merger Regulation.

Turning to environmental cooperation, the European Commission, Brazil, and China have launched an open international coalition to enhance the integrity and effectiveness of carbon markets. The initiative focuses on cooperation in carbon pricing policies, monitoring, reporting, verification, and carbon accounting methodologies. It supports the Paris Agreement by promoting high-quality carbon credits aligned with Article 6.4 and encourages comparability of carbon accounting methods to facilitate corporate compliance across systems. The coalition aims to improve domestic carbon pricing effectiveness and transparency.

In the European Union and India, a major joint initiative under the India-European Union Trade and Technology Council has been launched with funding of €15.2 million. This initiative supports innovative electric vehicle battery recycling technologies, pilot lines, and digitalized collection systems. It requires joint proposals by European Union and Indian consortia, development of high-efficiency recycling technologies, and establishment of a pilot line in India for real-world validation.

The European Union has also introduced new funding programs to support strategic autonomy in defence and space. These include the €1.5 billion European Defence Industrial Development Programme and the €115 million AGILE funding tool. Additionally, accelerator calls have been initiated, cooperation agreements strengthened, and strategic roadmaps and studies published. Eligible companies and start-ups are encouraged to participate in funding calls and accelerator programs, engage with strategic partnerships, and comply with project requirements under the European Defence Fund.

In Switzerland, the State Secretariat for Migration has reissued contracts for care services in federal asylum centers. The update introduces new roles such as Regionalleitung and Kinderbetreuung. It increases requirements for staff training and education and assigns full responsibility for basic supply services to mandated providers. Providers must submit specialized concepts for care, employment, personnel planning, and training. The weighting of qualitative criteria in awarding contracts has been increased.

In the United States, the Financial Industry Regulatory Authority, or FINRA, has had its rescission of the Pattern Day Trading Rule approved by the Securities and Exchange Commission effective April 14, 2026. Additionally, industry-led reform of the Options Regulatory Fee will take effect on July 1, 2026. A roundtable was held on April 16, 2026, to discuss options market structure with industry experts, and a public comment file has been opened for submissions.

Also in the United States, the Food and Drug Administration’s Vaccines and Related Biological Products Advisory Committee, known as VRBPAC, has announced a meeting scheduled for May 28, 2026. The committee will review and recommend the COVID-19 vaccine formula for the 2026-2027 season. Participation is available via online teleconference or webcast. Public comments must be submitted by May 27, 2026, to docket FDA-2026-N-3962. Oral presentations require requests by May 18, 2026, with notifications by May 20, 2026.

The United States Centers for Disease Control and Prevention has issued new public health management recommendations concerning the Andes virus, a rare hantavirus capable of person-to-person transmission. The update includes a detailed exposure assessment questionnaire, risk stratification into high, low, and no risk categories, and a testing algorithm. Contacts of suspected or confirmed cases aboard the M/V Hondius must be notified and monitored for 42 days post-disembarkation with daily self-monitoring and health department follow-up.

In New Jersey, United States, the Division of Pensions and Benefits released a pre-agenda document dated May 11, 2026. It records decisions on disability retirement applications, legal advice sessions, retirement and death lists, hearing decisions, and membership issues. The update mandates adoption of resolutions for closed sessions under the Open Public Meetings Act, confidentiality of personal medical and legal information until disclosure is permitted, and posting of actions taken during closed sessions on the Division’s website after confidentiality is lifted.
