In the United States, the Department of Energy issued an emergency order directing PJM Interconnection to dispatch specified generation units and operate backup generation resources as needed to maintain grid reliability during extreme weather conditions. This order authorizes actions up to and including Energy Emergency Alert 3. PJM Interconnection is also empowered to call upon Transmission Owners and Electric Distribution Companies to implement this directive.

Turning to Alaska, a public forum is scheduled for October 6, 2026, to discuss the Section 1332 Innovation Waiver. Stakeholders are invited to attend the forum either in person or via teleconference and submit written comments by 5:00 pm Alaska Time on the same day.

In Australia, the Australian Prudential Regulation Authority, known as A-P-R-A, has taken action against ING Australia following material breaches of liquidity requirements. A-P-R-A has imposed licence conditions requiring ING Australia to increase capital and liquidity levels, conduct independent reviews into liquidity reporting failures and risk management practices, develop and implement a remediation plan, and provide independent assurance on the effectiveness of these remediation efforts.

In the European Union and Indonesia, the scheduled meeting agenda for September 3, 2026, includes negotiations under World Trade Organization Article XXVIII on steel, ongoing free trade agreement talks between the European Union and Malaysia, as well as the European Union and the Philippines. Additionally, new halal certification requirements in Indonesia will be discussed. Delegates are required to register their presence in the Delegates Portal and submit any other business items by September 2, 2026, at 12:00 noon.

Also in the European Union, document CM 3879 2026 Revision 1 outlines upcoming Council and committee meetings concerning restrictive measures on Ukraine, Iran, Moldova, Myanmar/Burma, Afghanistan, and other topics. The update includes preparations for the adoption of Council Decisions and Implementing Regulations on these restrictive measures. It also covers approvals for the attendance of third parties at various working party meetings and monitoring of judicial cases related to these sanctions.

In Finland, the Supreme Administrative Court confirmed the Finnish Transport and Communications Agency Traficom's interpretation of cookie consent requirements. The ruling emphasizes strict conditions for exceptions and mandates that acceptance and rejection of cookies must be equally easy for users. Starting September 1, 2026, Traficom has also opened funding for micro, small, and medium enterprises to commercialize cybersecurity solutions. Website operators must ensure their cookie consent mechanisms comply with these legal obligations.

Turning to cybersecurity updates in the Netherlands, two critical zero-day vulnerabilities in SonicWall SMA 1000 series appliances have been fixed. These include a pre-authentication server-side request forgery vulnerability and a post-authentication remote code execution vulnerability. Active exploitation of these vulnerabilities has been confirmed. Organizations must immediately identify if they use SonicWall SMA 1000 devices, install the latest security updates, and check for signs of compromise. Similarly, a critical vulnerability was discovered in JFrog Artifactory Self-Hosted software that allowed attackers to gain administrator rights without credentials. JFrog has released security updates to address this issue. Users should verify if they operate vulnerable versions, apply the updates immediately, and confirm whether Artifactory instances are accessible from the internet.

Finally, in the United States and the European Union, the Food and Drug Administration and the European Medicines Agency held a joint workshop and roundtable to discuss challenges and opportunities in botanical drug product development. The FDA has published a Request for Information inviting stakeholders to submit comments.
